V. 2007-08 Operating Plan

The “Strategic Plan” (Section II) presents IPIA’s mission, long-term goals, and primary strategies for achieving its goals. The “Long Range Financial Plan” (Section III) addresses long range cost and revenue considerations. Section IV describes the programs, progress, successes and commitments that have been made or are in-place and on-going. This “Operating Plan” presents specific objectives to be accomplished in 2007-08.


2007-08 OBJECTIVES OVERALL IN IPIA

Raise private funding support for the achievement of short-term objectives and long-term excellence.

Help central administration secure legislative financial support for the Campus Learning Center.

Arrange short-to-intermediate term space for IPIA faculty, visitors, and support staff.

Plan and initiate systematic program to increase visibility and awareness of IPIA at the UofU, in Utah, in Washington, DC and in national/international research communities.

Establish criteria and processes for “buying out” existing faculty; part-time, full-time, short-term and/or longer-term.

Processes and criteria are in place for faculty affiliation with IPIA and for new recruitments/hires to the university, but not for “buying out” portions of existing faculty.

Clarify processes for handling TFRs, merit pay, and related issues for faculty who have joint appointments in IPIA.


2007-08 OBJECTIVES IN APPLIED POLITICS

Teaching Objectives in Applied Politics

1) Institutionalize and grow the new minor in campaign management.

2) Obtain all approvals for revisions to the undergraduate certificate in applied politics.

3) Attract more interns from departments and colleges beyond Political Science and CSBS.

4) Expand the diversity of political interns in Utah, Washington, DC, and international placements.

5) Open interesting new political internship opportunities in other states and around the world.

6) Initiate explorations to offer a master degree program in campaign management.

7) Expand civic engagement opportunities for students through cooperative programs with the Lowell Bennion Center.

8) Expose students in-depth to several political luminaries through the “Hinckley Fellows in Residence” program.

Service-to-Communities Objectives in Applied Politics

9) Inform, educate, and interest the general public in politics and the political process by bringing outstanding politicians and political analysts to the UofU.

10) Increase statewide/region-wide exposure to leading-edge, internationally-oriented, political information and perspectives through the Sam Rich Program and KUED/KUER.

11) Reinforce and expand HIP’s reputation as the most accurate, reliable, and unbiased source of political information in Utah and the surrounding states.

12) Initiate several projects with local organizations and groups that reinforce HIP’s standing as the leading source of bipartisan political activity and source of young political leadership in Utah.

Organization and Administration Objectives in Applied Politics

13) Complete the renovation of the HIP Caucus Room and secure adequate external financing for it.


2007-08 OBJECTIVES IN PUBLIC POLICY

Research Objectives in Public Policy

1) At least one inter-disciplinary research team will submit an infrastructure grant in public policy to a government funding source.

2) At least three other inter-disciplinary teams will submit research project proposals to public and/or private funding sources.

3) Organize and stage at least one high-visibility (newsworthy) event around substantive public policy grant topics.

4) Initiate a series of regular presentations/roundtables on public policy research topics.

5) Implement a “work in progress” or “working papers” research series on the IPIA website.

6) Attract a solid pool of research proposals for internal seed grants for the fall, winter and spring funding cycles.

7) Successfully recruit at least one new senior faculty member with an established record of funding for team research in a public policy area where the UofU is already strong. This new faculty member will also have an appointment in IPIA.

8) Identify several substantive policy research interest areas in order to focus future senior faculty recruitments that strategically benefit the UofU.

9) Increase the number of faculty who apply for and affiliate with IPIA, and have affiliated faculty from all departments in CSBS.

Teaching Objectives in Public Policy

10) Successfully administer the Master of Public Policy degree program in 2007-08.

11) Recruit a strong cohort of new MPP students for Fall Semester 2007 start.

12) Explore and/or plan with at least two or three other departments, colleges, and/or programs to institute public policy as an allied field, dual degree, or area of concentration in graduate programs, including perhaps the Colleges of Architecture and Planning, Education, Health, Law, Nursing, Social Work; and the Departments of Economics, Family and Consumer Studies, and Political Science.

13) Continue explorations for collaboration with other universities in Utah on the MPP and related graduate programs, including possibly BYU, USU, and SUU.

Service-to-Communities Objectives in Public Policy

14) Expand the reputation of CPPA/IPIA as the premier source of accurate, reliable, unbiased information about public policy in Utah and the surrounding states.

15) Expand the reputation of CPPA/IPIA as the premier provider of contracted applied research and technical assistance in public policy and public management in Utah and surrounding states.

16) Further strengthen the public policy research link between the Governor’s Office and the U of U.

17) Institute a program of applied research to support public policy proposals involving Utah’s Pacific Islander youth.

Organization and Administration Objectives in Public Policy

18) Merge some existing centers and institutes into IPIA, including the realignment of organizational responsibilities and budgets.

19) Secure new space to house expanded programs and activities in public policy.


2007-08 OBJECTIVES IN INTERNATIONAL SOCIAL SCIENCES AND CROSS-BORDER SECURITY:

Research Objectives in International Social Sciences and Cross-Border Security

1) At least three inter-disciplinary research teams will submit grants for external funding.

2) In collaboration with the College of Law and others, organize and stage a highly professional conference of experts on terrorism and human dignity.

3) Organize and stage at least one other research-driven event on an important aspect of international social sciences and/or cross-border security.

4) Attract a solid pool of research proposals for internal seed grants.

5) Successfully recruit at least one new senior faculty member with an established record of funding for team research in an international public policy area where the UofU is already strong. This new faculty member will also have an appointment in IPIA.

6) Identify several substantive international policy research interest areas in order to focus future senior faculty recruitments that strategically benefit the UofU.

7) Increase the number of faculty who apply for and affiliate with IPIA, and have affiliated faculty from all departments in CSBS.

Teaching Objectives in International Social Sciences and Cross-Border Security

8) Secure approval for an inter-disciplinary master’s degree program with the David Eccles School of Business and S. J. Quinney College of Law that prepares future managers for international organizations.

9) Plan with at least two or three other departments, colleges, and/or programs to institute international social sciences and cross-border security as an allied field, dual degree, or area of concentration in graduate programs.

10) Initiate explorations for collaboration with other universities in Utah on graduate programs in international social sciences and cross-border security.

11) Partner with Zayed University in the delivery of an Executive MPA program and other public administration education programs in Abu Dhabi and/or Dubai, UAE.

12) Successfully implement the partnership with KPI in Bangkok, Thailand.

13) At the institute or college level, create at least two new partnerships with universities in Asia.

Service-to-Communities Objectives in International Social Sciences and Cross-Border Security

11) At least one major international meeting or conference of experts on a highly important aspect of international social sciences and cross-border security will be open and accessible to community audiences.

2007-08 OBJECTIVES IN GOVERNMENT AND GOVERNANCE

Teaching Objectives in Government and Governance

1) Establish one or two new joint degree programs with other departments and/or colleges, and/or new concentration areas in the MPA program.

2) Place at least three new doctoral graduates in public administration in MPA programs at ranked universities.

Research and Service-to-Community Objective in Government and Governance

3) Begin explorations about creating a nonprofit academic center in IPIA.

4) Continue to place MPA program faculty in highly visible positions in national academic public administration associations.
